Female Accomplice Arrested in Everett Mall Shooting

Got this in from Everett Police this afternoon…

Everett detectives working the case determined that a female was involved and had an active role in the July 23, 2013 shooting incident at the Macy’s store in Everett Mall. During the incident, a 26 year-old Everett male, now identified as Charles F. Sprague, fought with Macy’s loss prevention agents and fired a handgun. The female also fought with loss prevention agents but left in a vehicle while Sprague was being detained.

Last night, information led Everett officers from the Anti-Crime Team to find the associated vehicle at a residence in the 2000 block of Pinehurst Ave. The female, 27 year-old Stephanie L. Boyle of Everett, was taken into custody. Boyle has been booked into the Snohomish County Jail on robbery charges.

The associated vehicle was found to be stolen and has been impounded pending a search warrant.

SEARCH FOR WANTED FUGITIVE, CLEARVIEW AREA

WANTED ARMED AND DANGEROUS

CLEARVIEW, Wash. – Since early July 2013 Everett Police have been looking for Timothy Lussier in connection with an armed robbery which occurred in their city. Today Detectives with the Snohomish County Sheriff’s Directed Patrol Unit obtained information on Lussier’s possible whereabouts and attempted to take him into custody in the Clearview area.

Lussier attempted to elude the deputies and ultimately abandon his car near the area of Elliott Road and Echo Lake Road. Patrol units secured the area as quickly as possible and called in canine units to attempt to track Lussier.

As of this release, Lussier has not been located and we are asking for the public’s help locating Lussier.

Hair: Brown Eyes: Green

Lussier is known to frequent Marysville and Gold Bar and is considered ARMED AND DANGEROUS. If the public knows where he is or sees him, you are asked to not confront him but call 911 immediately.

Where Can You Grow, Process and Sell Recreational Marijuana Legally in Everett?

On September 14th the Washington State Liquor Control Board will begin taking license applications from people in Everett who want to either produce marijuana for retail sale, process marijuana into forms in which it can be consumed or sell marijuana to the general public. Currently Everett has no rules on the books regarding legal use of marijuana under I-502. Everett does have prohibitions in place for medical marijuana collective gardens within the city limits. That prohibition is in effect until June 30, 2014 but is completely separate from recreational marijuana use. The Everett Planning Commission is still struggling with what recommendations to make to the Everett City Council regarding the three prongs of the recreational marijuana industry.

For producers, there is no cap on how many plants can be grown in any single location. Nor are there any rules regarding controlling odors that may emit from marijuana growing operations. The planning commission is expected to propose zoning laws to regulate the growing side of the process.

The second issue facing the city is the processing of marijuana into various usable forms. While most people are aware of smoking marijuana it can also be ingested by eating it in various foods, inhaling it as a vapor, drinking it as a beverage, taken in capsule form or even using it as a suppository. The city of Everett will have to decide how far producers will have to be from processors and if it will allow combination production-processing facilities.

The third issue facing Everett planners and lawmakers is where to allow retail sales of marijuana. Under the proposed guidelines a producer or processor cannot have a financial interest in an entity licensed as a retailer. The city’s planning department has spoken about recommending a limited approach with two or three places within the city where retail marijuana sales would be allowed. The number of retail locations could be expanded once the city sees how the retail operations work. One problem however, is the city of Everett has no idea how many people will want to sell marijuana in Everett nor do they have any idea how many licenses the Washington State Liquor Control Board will issue.

The next meeting of the Everett Planning Commission is set for August 6th. It is open to the public. At that meeting commissioners are expected to have recommendations that they can put forth to the Everett City Council so that Everett has some laws on the books when the State begins accepting applications to grow, process and sell recreational marijuana beginning September 14th. The State plans to issue those licenses beginning December 1st.

As part of a demonstration of the West Coast Electric Highway a Tesla S, driven by Electrician Rich Hildreth, will stop in Everett Tuesday morning at the Everett Fred Meyer. (8530 Evergreen Way) The car is expected arrive at 10am and the public is invited to check out both the Tesla S and learn about the West Coast Electric Highway. The stop is part of a tour promoting electric vehicle use in Washington State. Here’s a bit more about what it’s all about…

The Cascadia Cruise is an Electric Vehicle (EV) road trip on Interstate 5 from the Canadian border to Vancouver, WA with stops at Burlington, Everett, Seattle, Tacoma, Olympia, and Vancouver in a Tesla Model S to demonstrate the West Coast Electric Highway’s easy and efficient charge stations in Washington state’s growing EV economy.
WHAT: Electrician Rich Hildreth will drive a Tesla Model S from Blaine to Vancouver on Tuesday, July 30, demonstrating the complete chain of charge stations that make it possible to drive across Washington state in an electric vehicle (EV) and the growing economic impacts of EV infrastructure. Along the way, Hildreth will stop at six charge stations and meet with local officials and media to promote the Washington portion of the West Coast Electric Highway, a series of charge stations stretching along the West Coast from the Canadian border to Mexico.

Naked Burglar Caught Hopping Fences in Everett Neighborhood

Just couldn’t pass up this Blotter report from over the weekend on the Everett Police Facebook page…

Officers respond to the 3800 block of High St when a resident calls 911 to report someone in the backyard. Arriving officers are updated that the suspect hopped the backyard fence and was in the neighbor’s yard. Officers check the neighbor’s house and discover a window has been kicked in and the suspect attempted to gain entry. While inspecting the broken window, officers hear the suspect going over nearby fences and give chase. A K-9 track is initiated as more neighbors call 911 to report a naked male trying to get into their homes. The K-9 track leads to a home in the 3900 block of Friday Ave just as the homeowner calls 911 to report a naked man in his house. The homeowner takes refuge in the bathroom and reports the naked suspect is trying to get in. Officers breach the front door and locate a naked man halfway in the bathroom with the homeowner struggling hold the door closed. The naked man is subdued by officers and taken into custody before being booked into county jail on numerous charges to include Burglary 1, Attempted Residential Burglary and Trespass.

Another Inmate Death at Snohomish County Jail in Everett

For the 8th time in three years, an inmate has died in custody at the Snohomish County Jail. Here’s the release put out by the Snohomish County Sheriff’s Office today…

A 51 year-old female inmate in the Snohomish County Correctional Facility died late Friday night. The woman had been housed in the jail’s medical unit since being booked on July 24th. Corrections staff were checking her status at least every hour since the inmate had been booked. When they arrived at her bedside around 10:30 PM on the 26th, they found her not breathing and unresponsive. CPR was started immediately and paramedics were called. The inmate was pronounced dead at the scene.

A death investigation is being conducted by Snohomish County Sheriff’s Office major crimes detectives, as is standard procedure. When the criminal investigation is completed, an administrative investigation will be conducted to assess if there were any policy or procedural violations.

Identification of the inmate, as well as cause and manner of her death, will be determined and released by the Snohomish County Medical Examiner’s Office.

The National Institute of Corrections is set to review operations at the jail. That request was made by former Sheriff John Lovick, who is now the Snohomish County Executive, following the last inmate death at the jail which is located in downtown Everett.

Everett City Council to Consider Commercial Annexation Near Silver Lake

At its Wednesday night meeting the Everett City Council will consider annexation of a property north of the Silver Lake Shopping Center. The Holdeman Annexation would take an area of about 2 acres between 108th SE and 106th SE on the east side of 19th Ave. SE and bring it from the county to the city with commercial zoning. The public will be allowed to comment on the proposal before the council makes a decision.

Everett Police Release Pictures of Armed Robbers

Got the following pictures from Everett Police today asking for help identifying a couple of armed robbery suspects…

Just after 8:30 p.m. on July 23, 2013, employees from Jimmie Johns at 909 Sievers-Duecy Blvd called 911 to report the business had just been robbed. Arriving officers were told that two males wearing white surgical masks entered the business, demanded and took cash before fleeing. One male pointed a black revolver at an employee while demanding she open the cash register. When the employee stated that only the manager could open the register, the male cocked the gun and demanded, “Give me the money.” The manager notified the two that she set off the alarm to call police and opened the register. Both males grabbed cash out of the drawer and stuffed it into their pant pockets before fleeing the business on foot.

Officers established area containment and a police K-9 tracked the two suspects into the wooded area directly north of the location. Due to approaching darkness and terrain, officers request assistance from Snohawk (Snohomish County Sheriff’s Offices helicopter). After an extensive air and K-9 search, neither male was located.

Video and DNA evidence was collected at the scene.

The first male suspect is described as white, in his early 20’s, around 5’10”, slim build at about 150 pounds with short dark brown hair. During the incident he wore a light-colored t-shirt and plaid checkered shorts with black shoes while carrying a black revolver style pistol.

The second suspect is described as dark-skinned white or Hispanic male, in his early 20’s, about 5’10” and 160 pounds. During the incident he wore a gray hooded sweatshirt and blue jeans.

Both males wore white surgical masks on their faces.

Everett Police Want Charges Against 3 Different Drivers in Crash That Killed 7 Year Old Boy

Back in October of last year a 3-car crash took the life of a 7-year-old boy. Today the Everett Police Department announced it is asking the Snohomish County Prosecutor to file charges against all 3 drivers involved in the crash. Here’s the update from Aaron Snell at Everett PD…

Traffic detectives completed their investigation into the October 30, 2012 fatality collision in the 7800 block of Evergreen Way. The investigation concluded that two BMW’s were southbound on Evergreen Way and stopped at the intersection of 75th St SE for a red light. When the light turned green, both vehicles accelerated past the posted speed limit in an impromptu race. The driver of the black BMW made several lane changes and ultimately collided with the front of the other BMW. The collision caused the black BMW to spin into oncoming lanes of travel where it was struck by a third vehicle traveling northbound. The passenger in the black BMW, 7 year-old Josiah A. Alves, died from injuries sustained in the collision. The driver of the northbound vehicle received substantial bodily injuries.

The findings of the investigation led detectives to refer charges to the Snohomish County Prosecutor’s Office on all three drivers. The driver of the black BMW and the second BMW are being referred for vehicular homicide charges while the driver of the northbound vehicle is being referred for driving under the influence. As charges have not been made, the drivers are not being identified.

The Prosecutor’s Office will review the case on each driver and decide if formal charges are applicable.

The driver of the black BMW is a 31 year-old Everett man and father of Josiah Alves. The driver of the second BMW is a 28 year-old Clinton, WA man. The driver of the northbound vehicle is a 76 year-old Marysville, WA woman.

Meghan Pembroke is leaving Seattle Children’s to come to Everett

Everett Mayor Ray Stephanson has appointed Meghan Pembroke to the position of Public Information Director for the City of Everett effective August 7.

Pembroke brings over eight years experience in media and public relations, crisis communications and project management skills to the position. She comes to the City from Seattle Children’s Hospital where she served as a Senior Public Relations Specialist. Prior to Seattle Children’s Hospital she spent six years in communications with the Washington State Department of Transportation.

Pembroke holds a Master’s Degree in English Literature from Washington State University and a Bachelor’s Degree in English Literature and Writing from Whitworth University.

“‘Meghan brings a broad array of proven communication skills to the City,” said Mayor Stephanson. “Her experience in television production, social media, and emergency communications compliment her excellent writing and organizational skills.”

Pembroke was nominated WSDOT Communicator of the Year in 2010. Her background includes extensive training in incident management, citizen outreach, communications, and event planning. She replaces Kate Reardon.

Years ago Everett used to celebrate National Night Out by having one large event at the Everett Mall. Now, individual neighborhoods have taken over the celebration truly bringing neighbors together for a night. Currently there are more than 20 events planned for Tuesday August 6th. Here’s the list so far and a request from Everett officials to be sure to invite them to your neighborhood event…

National Night Out is Tuesday August 6th

National Night Out is a community-police awareness-raising event and the Everett Police Department wants to participate with you! We encourage you to get together with friends and neighbors you don’t know. Neighbors who know each other are more likely to call 911 when crime is happening. The goal is to let criminals know crime isn’t tolerated in Everett.

Everett Publishes Proposed Policies for Processing, Producing and Providing Pot

The public hearing is Tuesday at 6:30pm at Everett city hall.

The City of Everett Planning Commission will hold a public hearing on the rules for processing, producing and providing legal marijuana on Tuesday August 6th. The city is trying to get policies in place before the State of Washington begins accepting applications on September 14th from those interested in getting into the legal marijuana business. The first actual licenses will be issued in December.

Here are some of the highlights of the proposed rules in Everett:

Marijuana producers and processors may locate only within certain industrial zones.

Marijuana producers and processors may not locate within 1000 feet of any parcel zoned as residential.

Marijuana retailers may not locate in Neighborhood Business zones.

Marijuana retailers may not locate within 2500 feet of one another.

Everett will issue licenses in the order they have been issued from the State.

If the State issues two or more licenses for retail operations at the same time for locations that are within 2500 feet of each other, the City Planning Director will decide who gets the license.

Marijuana producers, processors and retailers are required to acquire all necessary city business licenses and must comply with municipal tax regulations and all other City of Everett laws.

In the documents being prepared for the city council, City of Everett planners say they want to take a measured approach which honors the spirit of state law and acts as a pilot project allowing marijuana businesses only in areas that have the greatest likelihood to be permissible after full consideration of the impacts. The city says this action is a limited first step and can be expanded as warranted.

Everett does not know how many licenses the State will issue and so it can’t know the number of potential marijuana businesses that may locate in the city and so it can’t fully anticipate all potential impacts of marijuana businesses which have never existed as legal uses. They say these steps are necessary to avoid marijuana businesses establishing vested rights contrary to and inconsistent with any revision the City of Everett may make to its regulatory scheme as a result of the City’s study of the matter.

The public hearing at the planning commission is set for Tuesday August 6, 2013 at 6:30 p.m. in the Wall Street Building 8th Floor Hearing Room located at 2930 Wetmore Avenue in Everett.

All of Evergreen Way between Pecks Drive and 75th Street is set to be re-paved

Street resurfacing work will occur at various locations in the city from August through October. This includes the grinding/removal of old asphalt, installation of new traffic signal detection wires, adjustment of manholes, catch basins and utility boxes, and repaving and re-striping of roadways.

The project is scheduled to begin August 15 and includes the following streets:

· 13th Street from East Marine View Drive to Chestnut Street

· Chestnut Street from 13th Street to 16th Street

· 17th Street from Lombard Avenue to Broadway

· Hewitt Avenue from Virginia Avenue to Maple Street

· Evergreen Way (full width) from Pecks Drive to 75th Street SE

· Evergreen Way (far right, northbound lane only) from Madison to 7100 block, East Casino Road to 8600 block, 100th Street SW to SW Everett Mall Way

· Glenwood Avenue from Mukilteo Boulevard to Gateway Terrace

· Merrill Creek Parkway from Seaway Boulevard to Hardeson Road

· 7th Avenue SE from East Casino Road to 88th Street SE

· 92nd Street SE from 4th Place SE to 7th Avenue SE

· 94th Street SE from 7th Avenue SE to the 800 block

The City’s contractor, CEMEX, is responsible for notifying affected homes and businesses. Signs will be posted to advise travelers of detours and street closures. Evergreen Way and Hewitt Avenue will be night work to minimize traffic disruption.

This schedule is weather dependent and adverse weather will delay the completion of the work.

Citizen, Police and Fire Crews Provide CPR After Person Falls From Tree in North Everett

Just got the following in from Everett Fire Marshal Rick Robinson…

Everett Fire Department crews responded at 8:53 p.m. to an emergency call for CPR in progress on a young male. Arriving crews were told that the young man had contacted an electrical line while climbing a tree. Following the apparent electrical shock, he fell about 20 feet onto the street where a citizen began CPR and called 911. CPR was then conducted by an Everett Police Department officer until fire department crews arrived. Crews were able to re-establish a pulse and the patient began breathing on his own. He was transported by Medic unit to Harborview Medical Center for further evaluation.

This happened in the 1600 block of Chestnut Avenue in North Everett.

There are no Everett races on today’s primary ballot

It is primary election day today but because all of the races in Everett are moving directly to the general election in November there are no ballots going out in the city of Everett. There are races in unincorporated Snohomish County and here is what you need to know if you do plan on voting today courtesy of the Snohomish County Auditor’s Office…

Ballots and voters’ pamphlets for the August 6, 2013 Primary have been mailed. You can return your voted ballot in the mail or drop it off at any of our Ballot Drop Box locations. Ballots must be postmarked or in a drop box by Election Day, August 6, 2013. You can check to see if your ballot has been received in our office here.
Please note that this election is not county-wide. The Edmonds, Everett and Tulalip areas do not have primary contests and therefore voters will not receive a ballot.
If you are not currently registered to vote in Washington, you have until July 29th to register in person at the Auditor’s Office in Everett. Visit www.vote.wa.gov to confirm your registration.

Special 3 Day Candidate Filing - The Snohomish County Auditor’s Office will conduct a special 3 day candidate filing period Wednesday, August 7 through Friday, August 9 for offices up for election this year where no one filed during the regular filing period.  For more information including a list of offices included in the special filing period, please refer to our press release.  The candidate filing form and additional election information are available on our website.

“Street Tunes” Expands With 18 Pianos Placed Around Central Everett

How many pianos will you play in Everett this month?

This year there are more pianos in more locations as the popular “Street Tunes” program expands around Everett. In addition to pianos downtown there are now pianos at the Everett Waterfront and the Everett Transit Station.

The pianos will all be available to play from Wednesday August 7th through Wednesday August 28th. “We want everyone to participate in our interactive art project and make Everett Street Tunes a memorable summer experience,” said Carol Thomas, cultural arts manager for City of Everett. “Street Tunes has been so successful the last few summers, attracting attention to local businesses and creating music throughout the city that we have added eight more pianos this year.”

Multiple Grass Fires Next to I-5 Cause Commuter Chaos

4:52pm Update: Everett Fire Marshal Rick Robinson says the cause of the fires is not known, but failed brakes or bearings, or a dragging muffler from a vehicle could be the cause. Even with the heavy traffic at the time of the fires, no reports of anyone throwing combustibles from a vehicle have been received. Fire investigators are on the scene and beginning their work.

You can still see a bit of smoke as truckers try to avoid the fire trucks.

Everett Firefighters had to battle 3 separate fires alongside southbound I-5 near the 6100 block of Broadway shortly after 4:00pm. Everett Fire crews were on both Broadway and I-5 causing traffic on southbound I-5 in Everett to jam up and a corresponding look-e-loo back up on northbound I-5. No word yet on the cause of the fires. We’ll update when we get more information.

Night Out Against Crime Kicks Off as Citizens Tackle Bank Robber in North Everett

Night out Against Crime is all about citizen and police partnerships…

Now here’s a way to start the neighborhood Night Out Against Crime…According to Everett Police Spokesman Aaron Snell, sharp-eyed citizens helped capture a bank robber Tuesday afternoon.

Just after noon on August 6, 2013, a male walked into a bank in the 1800 block of Broadway Ave. Several bystanders thought the man was suspicious as he wore a shirt covering the lower part of his face, colored paint on his upper face and latex gloves. Once inside, the male demanded, “Give me the money” from the teller but did not show a weapon. The teller handed over cash and the male placed it into a wicker basket before running outside. The same bystanders saw the male running from the bank and gave chase. As he tried crossing the road, the male ran into the back of a truck and dropped the wicker basket with the cash. The man continued to flee but the bystanders caught and detained him. Everett officers arrived within minutes and arrested the male.

Due to minor injuries sustained while being detained, the male was transported to Providence Medical Center – Colby Campus for a medical evaluation before being booked into Snohomish County Jail on robbery charges.

The male would not identify himself to officers but was identified at the Snohomish County Jail as a 30 year-old from Sultan, WA.

The Everett Police Department was initially notified of the incident when numerous callers reported a fight, a disturbance and a man running into a vehicle all occurring in the 1800 block of Broadway Ave.

Port of Everett Turns to Lawyers Over Commissioner’s Seat

On August 6, Port of Everett Commissioners Michael Hoffmann, Troy McClelland and Tom Stiger passed a resolution asking the Snohomish County Prosecutor’s office to review whether District 3 Port Commissioner Michael F. Hoffmann continues to meet the residency qualification for his office.

The resolution was drafted by Port legal counsel after Port Executive Director John Mohr was notified by Commissioner Hoffmann that he was no longer residing at his District 3 address. As set forth in RCW 53.12.010(1), to qualify for office, “only a registered voter who resides in a commissioner district may be a candidate for, or hold office as, a commissioner of the commissioner district;…”

During the meeting on August 6, Commissioner Hoffmann indicated that he did not intend to renew his voter registration, and does not believe it is a requirement for holding public office.

“This resolution provides a mechanism to review the differing legal opinions between Port legal counsel and Commissioner Hoffmann regarding the residency requirement to serve in public office,” Port Attorney Brad Cattle said.

Commissioner Hoffmann agreed.

With the resolution now passed, the matter has been forwarded to the Snohomish County Prosecutor’s office to review the qualifications of Commissioner Hoffmann, and if appropriate, initiate legal proceedings under Chapter 7.56 RCW if there has been a lapse of a public official’s qualifications.

It is unclear how long the legal determination will take, Cattle said, but the Port will request an expeditious review of the qualifications. If it is determined that Commissioner Hoffmann is no longer qualified to serve as a Port Commissioner, the Port Commission will move into an appointment process to fill the balance of Commissioner Hoffmann’s term, which concludes December 31, 2013. Commissioner Hoffmann is not seeking re-election.

According to his bio on the Port of Everett website, Mr. Hoffmann was elected to the Port Commission in November 2007, and took office in January 2008. Mr. Hoffmann owned his own company, Hoffmann Construction, for more than 20 years. Currently he runs Hoffmann Architectural Design. His priorities at the Port of Everett are ensuring sustainability, good environmental stewardship and practicing good economics.

Mr. Hoffmann was born and raised in Edmonds, Washington and studied at the Art Institute of Seattle in graphic arts and visual communications. He has two children, a thirteen-year-old daughter and an eleven-year-old son
