Outside sceneOne man was hit and a suspect taken into custody after multiple gunshots were fired outside of 1805 Tailgators Bar on Hewitt early Sunday morning. Everett Police Lt. Ted Olafson tells MyEverettNews.com police received reports of multiple shots fired at 1:57am. Arriving officers located a male victim, believed to be in his 20s next door to the bar. He was suffering from non-life-threatening wounds and was taken by aid car to an Everett Hospital. Just down the street other arriving officers found a male suspect in his 30s and took him into custody. Olafson says officers did recover a gun and initial reports are that the victim was hit by random gunfire and not specifically targeted. Nearly a dozen orange traffic cones covered spent shell casings in front of the bar and next door in front of the Commerce Building. Major Crime Detectives are on scene processing evidence and interviewing the suspect, victim and witnesses.

Everett Considering Bond Measure to Add a 6th High School

Everett High Schools crowding

Does Everett want a 6th high school or more classrooms at existing locations?

There are currently five high schools serving the Everett School District. Everett High, Cascade High, Jackson High, Sequoia High and Online High School, a virtual high school that operates out of Sequoia. Today the Everett School District sent out a notice that high school enrollment in Everett Public Schools is expected to grow by about 650 students between now and 2022. This equals nearly half of a new high school and will create the need for approximately 27 new classrooms in the southern and central portions of the district over the next nine years.

In response to this growth the Everett Public Schools are holding focus groups to consider their options whether that be adding classrooms to existing schools or building another new high school. They’re looking for people to join the discussion. Here are the questions they face and how you can join a focus group to give your opinion…

So, what would you do if … ?

… you were in charge of proposing whether we build new schools or additions to existing schools, and

… you were in charge of deciding where in the southern and central parts of the district to build those classrooms, and

… you wanted the community to understand why more high school space is needed, what it will cost and all the reasons for choosing a particular solution?

You might ask people for their ideas.

Join us …

… for one of two community focus group meetings, explore the possible solutions to this high school growth and share your perspectives on this important topic in an interactive activity designed to help determine the long-term future of our high schools.

Each session will include small group discussions working through possible scenarios, asking questions and making suggestions for planning and developing a bond proposal for February 2014.

Register now for one of these planning sessions. Seats may fill quickly!

A deluge right at rush hour left storm drains overwhelmed and caused urban flooding in many parts of Everett. Busses had a tough time at Everett station while Everett authorities asked drivers to avoid West Marine View Drive between Everett Avenue and Naval Station Everett due to flooding. Several calls for flooded basements and other property damage but so far no injuries to report.

Everett Reveals Sewer Damage From Thursday’s Rainstorm

$

Well it wasn’t particularly pretty and it smelled ugly as well. Today the City of Everett is revealing how badly the sewers were affected by Thursday’s downpour…

Everett, WA storm drain

Everett’s storm drains just couldn’t handle the water Thursday

Due to heavy rainfall, 11 of 13 combined sewer outfalls overflowed into the Snohomish River and Port Gardner Bay in Everett Thursday evening, Aug. 29. In addition, a sewer lift station overflowed near Pigeon Creek for approximately 20 minutes. Crews estimate that more than 30 homes in central and north Everett were affected by the overflow.

Water quality samples have been taken near the outfall locations and results will be available Saturday, Aug. 31. Residents and visitors are warned to avoid contact with water at the outfall locations. Crews have posted “No swimming or wading” signs at these beaches and water access points: Howarth Park, Pigeon Creek Beach, Langus Park, Rotary Park and Jetty Island. Samples will be taken each day and signs will remain in place until the water quality returns to normal levels.

Everett Public Works officials have notified local agencies including State departments of Health and Ecology, Snohomish Health District and Port of Everett.

Overflows occurred at Puget Sound outfalls 01, 02, 03, 05, 06, and 07, and at Snohomish River outfalls 01, 02, 04, 07 and 08. For locations and current status, visit www.everettwa.org/CSOMap/CSOMap.aspx.

Residents whose homes have been affected by the overflows should call public works dispatch at 425-257-8821 to make a report.

Combined sewer system

Combined sewer systems are sewers that are designed to collect rainwater runoff, domestic sewage, and industrial wastewater in the same pipe. Under normal operation, the combined sewer system conveys all of the wastewater to the Everett Water Pollution Control Facility, where it is treated and then discharged to either the Snohomish River or Port Gardner Bay. During periods of heavy rainfall or snowmelt, however, the wastewater volume in a combined sewer system can exceed the capacity of the sewer system. For this reason, the combined sewer system is designed to overflow occasionally and discharge directly to the Snohomish River or Port Gardner Bay.

Combined sewer overflows contain bacteria and pathogens that could make someone sick if they swallow water or eat fish that have come in contact with combined sewer overflow. Each outfall location is identified by signs warning people not to swim or fish at the outfalls during rainstorms and for at least 24 hours following rainstorms.

For more information on Everett’s combined sewer system, visit www.ci.everett.wa.us/default.aspx?ID=1639.

Everett, WA Emergency Management

Click to visit the Everett Emergency Management Facebook page

With more than 30 homes affected and 1st responders buried in 9-1-1 calls, Thursday’s downpour is a good reminder that in an emergency we may have to depend on neighbors more than city authorities. If you’re not prepared to help your own family and neighborhood you may want to consider taking an upcoming CERT class being offered by the Everett Fire Department.

The Everett Fire Department is offering a fall Community Emergency Response Team (CERT) class on Wednesday evenings from 6:30 to 9:30 p.m. Sept. 25 through Nov. 13.

The eight-week course will provide a variety of disaster planning, recovery and survival skills aimed at surviving and assisting our community in disaster response and recovery. Everett citizens, as well as business owners, are encouraged to participate or send employees to these free emergency preparedness classes. To date, more than 540 people have participated in the Everett Fire Department CERT Program.

There is a requirement to attend all sessions, establish a three (3) day home emergency kit, obtain personal safety equipment, and be a willing team participant.  Cost for personal safety equipment is approximately $30 and it’s advised to purchase equipment on your own to ensure proper fitting.  The basic equipment information and where to purchase will be explained at the first class.

Applications are available through the Everett Office of Emergency Management. Class size is limited.  The deadline for applications is Sept. 16, 2013. For more information, contact the Everett Office of Emergency Management at (425) 257-7965 or email everetteoc@ci.everett.wa.us.

Back in February of this year demolition permits were issued to Argonaut Holdings out of Detroit for the demolition of the buildings at Everett Chevrolet. The dealership at 7307 Evergreen Way had been closed for some time. In July demolition began and the work is nearly complete. According to Everett City Spokesperson Meghan Pembroke, there have been no subsequent land use submittals or permits issued for the site. MyEverettNews.com has calls into Argonaut Holdings and Chevrolet but so far no word on whether a new Chevrolet Dealership will be built at that location.

USS Nimitz Facebook photo

Official photo from the USS Nimitz Facebook page

Back on August 8th we told you that the USS Nimitz was likely at its halfway point on its first full deployment from Naval Station Everett. We based that on this video from Captain Jeff Ruth. We also mentioned that the ship’s tour could be extended and that now seems more likely after Captain Ruth posted this on the Nimitz Facebook page earlier this week…

From the Captain:
“We do not yet know the extent of our continued involvement in the Fifth Fleet AOR, but I have every confidence that no matter what we are called to do we will be successful. ‘Team work … A Tradition’ is just not a catch phrase for us; it is the backbone of our success.”
CAPT Jeff Ruth
CO, USS NIMITZ (CVN 68)

With events always in flux, the Nimitz may or may not be at sea longer than previously planned. The Navy does not comment on ship movements. MyEverettNews.com will continue to follow the Nimitz as it continues on its deployment and we’ll update you with relevant information as it is made available.

You can see pictures of the crew of the Nimitz at work over the last couple of days in the Arabian Sea by clicking here.

Public Hearing Last Step Before Port of Everett Takes Over Mukilteo Tank Farm

Port of Everett Tank Farm at Mukilteo

How a new ferry terminal may look at the tank farm. Click photo for video from Washington State Ferries

It’s pretty much a formality now as the Port of Everett has set a public hearing for Tuesday September 10th before amending its Comprehensive Scheme of Harbor Improvements so it can take control of the Mukilteo Tank Farm from the U.S. Government. Here’s the formal plan according to the Port…

On Sept. 10, 2013 at its regular Port Commission meeting at 1205 Craftsman Way, Everett, WA 98201, the Port Commission will hold a public hearing to amend the Comprehensive Scheme of Harbor Improvements in order to accept the 20.9 acre waterfront parcel. Once the Port Commission accepts the transfer of the property, the Air Force will execute the transfer of the property to the Port of Everett.

“We are so thrilled with the forward progress on the transfer of the Mukilteo Tank Farm,” Executive Director John Mohr said. “It has been a long time in the making, and we appreciate Senator Murray and Congressman Larsen’s advocacy and leadership in this transfer process. We all look forward to the day that the people of Mukilteo and Everett will have the long-awaited access to their waterfront.”

Since 1999, the Port has been working with the city of Mukilteo, city of Everett, Washington State Ferries, Sound Transit and Community Transit to secure the tank farm for transportation and community access purposes. In 2001, Sen. Murray sponsored legislation that directed the property to transfer to the Port.

On June 4, U.S. Senator Patty Murray announced the United States Air Force would transfer the Mukilteo Defense Fuel Support Point, including roughly 20 acres of land and facilities to the Port of Everett.

The Port is currently in negotiations with Washington State Ferries, Sound Transit and the City of Mukilteo to enable the envisioned multi-modal facility, which includes the relocation of the Mukilteo Ferry Terminal to the tank farm property.

Everett storm water map

Click to see more about how Everett deals with storm water

The Everett City Council will get a briefing at its Wednesday evening meeting regarding a plan called “Let it Rain” to help control flooding after heavy rains. Given the number of beach closures, flooded basements and sewage that went into Port Gardner Bay following last Thursday’s downpour, there is a lot of interest in the plan. There’s not a lot available on the city’s website at this point but the briefing notice for council members says the following…

“The updated Sewer Comprehensive Plan encourages the use of green infrastructure to minimize the effects of rain water. The “Let it Rain” program will help: reduce basement flooding in north Everett, reduce flows to sewer system, reduce flows to the Water Pollution Control Facility, reduce combined sewer overflows and improve water quality in Puget Sound. This program will help meet requirements from Department of Ecology to reduce combined sewer overflows and the NPDES stormwater permit education and green infrastructure requirements. The program elements are residential rain garden rebates, downspout disconnection rebates and rain barrels. The proposed 2014 program budget is $246,300.”

The meeting will be held in the Everett City Council chambers starting at 6:30pm. You can also watch it live online through the city’s website or on Comcast cable 21 or Frontier cable 29.

The event includes Scuttlebutt Brewery Beer Garden, Live music, food vendors, awards, charity drawings, and of course a lot of great cars.

The festival is Saturday, September 7 from 10 a.m. – 4 p.m. Hundreds of cars will surround Waterfront Center which is located at 1205 Craftsman Way; Everett, WA 98201.

For more information and to register, visit portofeverett.com and click on Calendar, Sept. 7.

In the afternoon on Saturday, be sure to stop by Bayside Marine, just walking distance from Waterfront Center, to watch contestants of the Edmonds Coho Derby weigh-in their catch!

About the Providence Foundation’s Cancer Patient Assistance Fund:

More than 30 years ago, the family of Linda Baltzell made a generous memorial donation to begin a cancer patient assistance fund in her name. They mad the gift as a way of expressing their appreciation for the care she had received at Providence and to honor her memory. The fund, now known as the Linda Baltzell Cancer Patient Assistance Fund, has been a godsend for patients through the years, helping to pay for things such as medical needs, prescriptions, utilities, food and other critical expenses when families are facing difficult financial circumstances.

Although Providence offers a generous charity care program, some patients don’t meet the criteria for charity care but are still in need of some limited financial assistance. The Linda Baltzell Cancer Patient Assistance Fund can help fill in the gap as a safety net. However, in meeting the growing need, the fund is often stretched beyond its limits. When Linda’s fund was initiated more than 30 years ago, the population of Snohomish County was about 300,000. The population today is 686,000 and the need for financial assistance among cancer patients has grown substantially.

With the help of the community and fundraising events, The Linda Baltzell Cancer Patient Assistance Fund can replenish and continue the legacy of Linda Baltzell.

Veteran Everett Firefighter to Receive Major Honor

Just received this press release from Assistant Everett Fire Marshal Eric Hicks regarding an honor to be presented at tonight’s Everett City Council meeting…

Everett Fire Department Captain Dave DeMarco

Captain David DeMarco. photo courtesy Everett Fire Department

Everett Fire Captain David DeMarco tonight joins a select group of firefighters nationwide who have completed the rigorous Executive Fire Officer program through the National Fire Academy in Emmitsburg, MD. The four-year program is designed to prepare senior firefighters to be effective, transformative leaders.

“The Executive Fire Officer Program selects officers that are leaders within their organizations and who are committed to contributing to their department and community,” said Chief Murray Gordon. “Graduates are uniquely trained to help solve the challenges faced by fire departments across the country.”

The program includes intensive two-week courses in executive development, community risk reduction, emergency management, and leadership. Each course is followed by a comprehensive research paper set in the context of the officer’s community. Gordon will present DeMarco’s Certificate of Completion at Wednesday night’s City Council meeting.

“We are so fortunate that Captain DeMarco had the drive to complete this program in addition to his other duties with the department,” said Gordon. “The department and the city are already benefitting from his research and the enhanced analytical skills he gained through his studies.”

Practical research in a community context

DeMarco’s research is being utilized by the department in a variety of ways. His paper on emergency response performance was a precursor to the Annual Report the department released in 2012.

His work with geographic information systems and pre-incident analysis led the department to start gathering data for all commercial properties in Everett, noting special hazards to firefighters in each building. The data is now available in real-time in each fire vehicle, and will form the map base for future dispatching and mapping applications for the department.

DeMarco says one of the most valuable aspects of the experience was the chance to meet and learn from other officers in the program.

“The visits to Emmitsburg allowed me to interact with fire officers from all over the nation – large and small departments ranging from rural, one-man volunteer engines to the cities of Los Angeles and New York,” said DeMarco. “It was valuable to learn that the challenges the Everett Fire Department faces are remarkably similar across the nation.”

DeMarco has been with the Everett Fire Department for more than 18 years and currently serves as a Fire Captain and Acting Battalion chief. As a captain, he supervises firefighters and is responsible for managing personnel, apparatus, equipment and station facilities. DeMarco also serves as treasurer for the Everett Firefighters Association.

Police Asking Public’s Help Finding North Everett Arsonist

Got the following press release in this evening from Aaron Snell at Everett Police regarding an arson fire in north Everett Wednesday afternoon…

Everett Police crime scene tapeArson detectives are investigating a house fire after firefighters extinguished a blaze earlier today.

At about 12:45 p.m. on September 4, 2013, occupants of a home in the 1500 block of Walnut St. heard a “boom” and looked outside. They saw a male lying on the ground and a small fire on the outside of their home. When the occupants got outside, the male was seen running westbound. Neighbors also saw the fire and called 911. The Everett Fire Department arrived and put out the fire but the structure sustained moderate damage.

The fire department deemed the fire to be suspicious and arson detectives were called to the scene. After a precursory investigation, detectives believed an accelerant was used to start and enhance the fire which caused the initial “boom”. Detectives are seeking the public’s help to identify the male who ran from the scene. He is described as white, 25-30 years old with short facial hair and wore a green jacket with blue jeans.

No injuries were reported by either the occupants or the fire department.

Anyone with information about this incident is asked to call 911 or the Everett Police Department TIP LINE at (425) 257-8450.

I 502 in Everett

Click to see the proposed WA rules

The Washington State Liquor Control Board has announced its proposed rules for how legal pot will be handled. The State has allotted 35 retail locations in Snohomish County with 5 retail stores to be located within the Everett City limits.
Some regulatory highlights…

Marijuana stores must be at least 1000 feet away from areas where children gather. Distance will be measured along the most direct route over or across established public walks, streets, or other public passageway between the proposed building/business location to the perimeter of the grounds of: an elementary or secondary school, playground, recreation center or facility, child care center, public park, public transit center, library or arcade where admission is not restricted to those age 21 and older.

Licensed entity or principals limited to three retail licenses. Multiple-location licensees not allowed to hold more than 33 percent of the allowed licenses in any county or city.

LCB will employ a robust and comprehensive traceability system (software) that will trace product from seed/clone to sale. LCB enforcement can match records to actual product on hand

You can click here to see all of the proposed new rules.

The City of Everett has been working on proposed local pot rules but has put off a public hearing until the State finalized plans. Everett will now likely re-schedule that hearing and have local zoning laws in effect by the time the State begins accepting applications on November 15th.

Got this release from the city of Everett this afternoon…

Everett, WA flood picture

Free sandbags are available at 3 locations in Everett

The City of Everett is preparing for a possible repeat of last week’s rain storm that caused flooding in several areas of the city. Crews are busy inspecting and cleaning catch basins and sewer manholes to make sure that the drainage system can accommodate the expected rainfall.

Homeowners who are concerned about controlling runoff into their property can obtain free sand and bags at three locations: old Fire Station 4 off Mukilteo Blvd. at Forest Park, the parking lot on Alverson Blvd. across from Legion Park, and near Silver Lake Park, across from Fire Station 7 at 11221 Silver Lake Road.

Howarth Park and Pigeon Creek Park remain closed due to water quality concerns caused by the flooding. Everett will continue to take water quality samples until the water quality returns to normal background levels.
